Major Achievements
 
  • The power surplus in the state is being sold outside the state through a trading company which facilitates additional revenue.
  • Integration of Sikkim in the Transmission Network of the Eastern Region has been achieved with the commissioning of 132 KV lines from Rangit to Melli and construction of 132/66 KV 100 MVA Substation at Melli.
  • Effective measures are being taken to reduce both the technical and the non-technical losses, especially the non-technical losses by introducing Energy Audit by proper monitoring on all feeders and at distribution transformerlevel to identify high loss areas. The augmentation and strengthening of sub-transmission and distribution system will reduce technical losses.
  • The Diesel Power House at Gangtok was upgraded to 4 MW from the previous capacity of 1.7 MW in 1998.
  • 60 MW Rangit Hydel project in West Sikkim was commissioned in 1999.
  • 2 MW Kalez Khola power project in Dentam in West Sikkim and 3 MW Rabomchu power project in North Sikkim were commissioned in 1995-96 and 1998, respectively.
  • 132 KV transmission line from Rangit to Melli was completed in 2006. Construction of similar transmission lines from Sagbari, Gyalshing to Pelling and Ravangla is currently under execution.Another 132/66 KV sub station LLHP near Gangtok has been commissioned.
  • By 2010, all the 22 power projects of the state will be completed. From these projects the Government of Sikkim will get12 % of free power. This is likely to meet the power shortfall in State and will generate lot of revenues.
  • The state will be earning Rs. 600 crore revenue from these projects.
  • 100 % of the jobs generated in these power projects are being given to the local people depending upon their qualifications. All works which can be carried out by local contractors are being given to them.

Introduction :
 
The Government of Sikkim as a part of national drive for the development of Hydro Potential of the country has awarded Rangit Stage-IV Hydro Electric Project to Jal Power Corporation Limited on 1st Nov. 2004. An agreement for setting up of Rangit Stage-IV Hydro Electric Project was signed with the Govt. of Sikkim on 9th December, 2005 on Build, Own, Operate and Transfer (BOOT) basis under joint sector with the State Government through Sikkim Power Development Corporation (SPDC). The project, a Run of the River (ROR) scheme, envisages installation of 3 no.s Francis Turbine driven Generating Units of 40 MW each at a rated head of 103.67m in a surface Power House.

Project Highlight :
 
Rangit Stage-IV Hydro Electric Project was identified as a part of the master plan evolved in 1974 for the development of hydro power potential of Teesta and Rangit rivers of Sikkim. Detailed field investigations and office studies were taken up on this project by the Central Water Commission (CWC) in 2003. A Detailed Project Report (DPR) has been brought out by CWC in August, 2006. The project is a run-of the river (ROR) scheme, envisaging construction of a 44m high Concrete Gravity Dam near Reshi, a 6.5km long water conductor system comprising of intake, desilting basin, head race tunnel, surge shaft, penstock and a surface power house having an installation of 3 Francis Turbine driven Generating units of 40MW each at a rated head of 103.67m. Rangit Stage-IV Hydro Electric Project has been accorded Techno-Economic Clearance (TEC) by Central Electricity Authority (CEA) on 6th July, 2007.
The project has been accorded environmental clearance on 16th May, 2007 and Forest clearance on 26.12.2007 by the Ministry of Environment & Forests. Land acquisition has been completed. Financial closure has been achieved. PPA and BPTA have also been signed.

Components where work completed.
1 Road Diversion Tunnel completed. (Total Length 310 m)
2 Approach Road to Steel Bridge for approaching left Bank of Dam completed.
3 Approach Road to Left Bank of River completed.
4 Approach Road to Surge Shaft completed. (Total Length 705 m)
5 Adit -1 has been completed. (Total Length 200 m)
6 Adit -2 has been completed. (Total Length 151.5 m)
7 Adit to Intake Chamber completed. (Total Length 196 m)
8 Letter of Award for Generating Units including cooling water system, drainage& dewatering system, compressed air system and SCADA has been issued to M/s ANDRITZ Hydro on 28.08.09.
9 Work for construction power has been awarded in March, 2008. Installation of Transformers (4 Nos. – 500 KVA and 1 No. – 1000 KVA) and required 11KV line(12km) has been completed to meet construction power requirements at Power House, H.R.T., Road Diversion Tunnel &Dam etc. DG sets are also being used to meet construction power requirements.

1 Approach Road To Power House in progress. (Total Length 410 m)- Slope stabilization above P.H. under progress.
2 Excavation of HRT in about 378.75 m has been completed. (Total Length 6488 m) – Face1-131m, Face 2- 91 m, Face 3- 156.75 m.
3 River Diversion work and right abutment stripping work are in progress.
4 Excavation of Surge Shaft in about 2m depth has been completed. (Total Height 59m & 18m dia.)
5 NIT for Balance of Plant (E&M) has been issued on 14.08.09 and Bids were received/ opened on 27.11.09. Bids have been received from five bidders i.e. M/s Siemens, M/s L&T, M/s ABB, M/S Andritz Hydro, M/s EDCIL and the same are under evaluation.
