The objective of R-APDRP is to establish an integrated IT system in the Utility to achieve the following objectives: Accurate Energy Auditing, Reduction of AT & C Losses thereby making the distribution business commercially viable, bring about reduction in outages and interruptions and increase consumer satisfaction. The broad scope would include the implementation of various IT applications at the Data Centre and establish LAN/WAN system in various offices; provide Facility Management Services and Helpdesk Support to Utility for 5 years after the implementation. This shall cover the towns which are included in detailed project reports.

Background
The rapid increase in demand for power calls for development of power generation and distribution infrastructure in the country. This in turn calls for massive investment in the sector. On the other hand revenue loss due to technical reason and revenue administration is the single most important reason for aggregate commercial non-viability of the state owned power utilities. In order to cope up with the investment requirement for development of the power sector the utilities need to be self sustainable. It has been observed that a reduction in AT&C loss below 15% makes a power distribution utility commercially viable. Considering the need for continuity and to reduce the losses. of the utilities it was required to continue the initiative of APDRP in 11th plan. On review of the status and benefits achieved in previous initiatives under APDRP, it was felt that it have sustainable distribution business, it is essential to give impetus to IT enabling of the sector on an integrated platform. The IT platform shall assist in capturing and validating the energy and revenue model to gather in a transparent manner with accuracy. IT infrastructure will provide the backbone in area of distributing business process to capture the benefits of the investments made under R-APDRP on sustainable basis.
Scope of Work
Projects in the present scheme shall be taken under 2 parts. Where Part-A includes the establishment of baseline data & IT applications for energy accounting/auditing and IT based consumer service centers, Part-B includes regular distribution strengthening projects.

Responsibilities of state utility are as follows:-
Liaison with Power Finance Corporation, State Government for receipt of fund

Facilitate IT consultants for baseline data collection
Monitor progress of project as per schedule
Report to PFC on the states progress
Enable the department to use the re-engineered processes
IT Consultants
Responsibilities of IT consultants are as follows:-
Handhold utilities for implementing SRS, including “As is” study, integration aspects etc.
Assisting utilities in customizing the model bid document to deliver project area(s)/utility specific bid document
Assist utilities in filling in the DPR, and answering any queries raised by Nodal Agency
Conducting end to end process in selecting the IT implementation agency
Program management of the implementation till appointment PMC
IT Implementing Agency
This scope covers setting up of IT infrastructure at data center & Disaster Recovery (DR) Center, call centers and other offices of utility, which would from the platform for subsequent automation. This activity shall comprise fulfillment of the following tasks:-
Establishment of data center & Disaster Recovery center at identified location.
Establishment of customer care centers at identified location.
Set up the Local Area Network and Wide Area Network.
Procurement & Installation of PCs , Servers, and associated hardware.
Creation of necessary IT infrastructure including LAN for identified Subdivision, division, Circle, Headquarter offices, Data centers, DR Centre and Customer care centers.
Integration of the entire IT infrastructure under the scope of this document as well as legacy systems, if any.
The ITIA will be responsible to implement entire solution as individual or as a consortium of vendors. The specific activities in the various areas of ITIA are as follows:
Hardware Vendor
Hardware vendor will be responsible for supply, installation, commissioning and maintenance of all necessary hardware and networking equipments and its connectivity as specified in the detailed specified in the. As a part of the project, the vendor should procure the required hardware and build the infrastructure as detailed in the Specifications. The vendor shall take the responsibility to install the servers, switches, routers, backup and tape devices, Workstation PCs, and other necessary hardware/software at the sites defined in the bid proposal sheet. The Vendor shall give the time frame for procuring and delivering all the necessary hardware. Though the scope covers establishment of a common idea center & DR center along with associated hardware and software for selected towns, the bidder shall design and provide the hardware at data center & DR Center with suitable expendability for covering the entire utility area at a later date (Utility will specify the total consumer and asset base) along with a 7.5% per annum growth in consumer and asset base for next five years.
Software Vendor
Supply, installation and commissioning of Operating Systems at Server/Desktops, Database and application software along with source code (only for customized software solutions) and functionalities covering applications modules like Energy Audit, Data Acquisition, New Connection, Disconnection, Vigilance and Dismantling, MIS, GIS network management module with electrical network diagram of system further as detailed in the bid proposal sheet. The vendor has to supply necessary software solution for metering, billing, collection (MBC) if the same is not available with the utility. In case the required MBC and other standalone software solutions are already in place, the vendor has to integrate the same with the offered solution including design and supply of necessary middleware. Moreover the vendor has to link the GIS based customer index created by him to the existing customers etc. The bidder shall quote the unit price for additional licenses for database, standard application software, and antivirus solution etc. (whether per processor license basis or per user license basis) for meeting the future requirement of utility.
