Coal Block Allocation

Sikkim Power Development Corporation Limited (SPDC), a Government of Sikkim Enterprise is proposing to apply to the Government of India for seeking allocation of Coal Blocks, outside Sikkim, under Government Route or Captive Route.  The Coal from these blocks shall be utilised for generation of power or other permitted uses.

SPDC proposes to shortlist a power developer for setting up power project(s). The developer shall be responsible for setting up or acquisition of Power Project(s) as and when a coal block is allocated to SPDC. The developer shall also be responsible for assisting SPDC for the development of coal block and mining of coal therefrom.

SPDC invites for Expression of Interest from the private sector power developers of repute / Government companies/ Public sector undertakings of State or Central Government or consortia led by them. The enterprise desirous of working together with SPDC, must furnish the following details:

1.    Information about the company.

2.    Latest Annual Report & CA Certificate certifying the Networth of the Applicant.

3.    Applicant’s Experience in setting up power projects, with following details for the projects commissioned.

a.    Location

b.   Fuels

4.    Number of Power Projects which have achieved Financial Closure, with following details for the projects.

a.    Project Capacity

b.   Project Cost

c.    Debt Portion (Sanction Letters by lenders to be furnished)

5.    Details of PPPs entered into by them with any other Government Undertakings for allocation of Coal Blocks in India, supported by copies of MOU/Agreements and status of the arrangements.

a.    Details of experience relating to development of Coal Block with the status of Preparation of Mine Plan (Copy of Approval Letter by Govt. of India to be submitted)

b.   Copy of MOEF clearance for Coal Block (Copy of Approval Letter by MOEF to be submitted)

c.    Status of Land Acquisition (Copy of Document in Support to be submitted)

d.   Status of Mining at the Coal Block

The details must be furnished on or before 23^rd June 2008 addressed to the Managing Director, Sikkim Power Development Corporation Limited, NH 31A, Opposite STNM Hospital, Gangtok, Sikkim - 737101.

SPDC reserves the right to accept/cancel any offer in full or in part or to reject any or all offers without assigning any reasons whatsoever.
